SOESD ECS provides evaluation, family support, educational programs, and therapy services to children birth through five with developmental delays or disabilities.
We collaborate with many community partners including Head Start and Early Head Start, a children's relief nursery, our region's Early Learning Hub, community preschool and childcare providers, the public library, and our two local school districts, in developing exceptional services for children and families.
ECS has been designated a 5-star program through Spark, Oregon's Quality Rating and Improvement System.
Our transdisciplinary team of 26 dedicated teachers, assistants, family consultants, therapists, evaluators, office professionals, and AmeriCorps members are focused on authentic and supportive relationships, professional growth through coaching and mentoring, and maintaining a family feel to our work place.
We are intentional in our implementation of a tiered approach for developing children's early language, literacy, and social-emotional skills, and have designed a variety of environments and experiences to address the unique and varied learning needs of the children we serve.
Primary responsibilities of the position include:
Program development and evaluation Hiring, supervising, evaluating, and professional development of staff Resource development, including grant writing, volunteer development, and AmeriCorps site participation Budget development and monitoring Community collaboration and coordination Monitoring and compliance (IDEA, Spark, licensing, Oregon Department of Education's Systems Performance Review and Improvement) Josephine County, located in scenic southern Oregon, offers easy access to mountain, river, forest, and coastal exploration, vineyards and breweries, and a thriving regional arts community.

Program Manager, Early Childhood Services Southern Oregon ESD is seeking a collaborative and visionary professional to manage the delivery of multi-tiered systems of mental health and behavior supports for children age birth to 21.
The Program Manager will work collaboratively with other SOESD programs, community partners, and service providers to support school districts in creating a set of robust services for enhancing social emotional learning, trauma-informed practices, and direct services for students' mental and behavioral health.
The successful candidate will coordinate implementation of on-site intervention programs, training and mentoring for staff, and pro-active universal supports for all students.
Clinical supervision experience in the field of Mental Health is preferred.
POSITION GOAL:
Provide leadership in managing and supervising assigned programs and support services.
Essential Functions:
Establish program goals and procedures and provide input into policies.
Develop, implement and monitor program services.
Develop and supervise program budgets and expenditures.
Organize, supervise, train, and evaluate program staff.
Develop and implement staff inservice training and evaluation procedures.
Provide consultative and technical assistance regarding program(s).
Develop grants and proposals to support program functions.
Maintain effective public relations with parents, districts, higher education, business, community and state agencies.
Resolve and/or refer to the Superintendent any program, staff, district, or public concerns.
Comply with ESD administrative rules and board policies.
Perform physical requirements unaided or with the assistance of reasonable accommodation (see reverse) Perform job-related tasks as designated by Superintendent.
MINIMUM PREREQUISITES:
Valid Oregon Administrator Licensed (preferred).
Master's Degree (preferred).
Oregon Driver License.
Experience in public education.
Successful leadership background.
Strong written and oral communication skills.
The equivalent combination of experience, training, certification, education or degree as determined by the district that provides the required knowledge, skills and abilities may be used as an alternative to prerequisites.
