Human Resources Specialist (Employee Benefits)

Provides non-routine advice, guidance, and information to injured employees and their supervisors on the full range of the Federal Employees' Compensation Act (FECA) program benefits and procedures. Perform substantive secondary assessment of workers' compensation case files for possible reemployment. Works with managers, medical facilities, and employees in order to facilitate claimant reemployment. Provides managers, employees, and survivors with information and interpretations of the available federal benefits policies, procedures, and guidelines particularly when the issues require interpretation; explains rules and regulations, procedures, rights and obligations, and provisions specific to workers' compensation benefits. Prepares responses to inquiries regarding workers' compensation claim status, medical billing issues, appeal processes, leave buy back, vocational rehabilitation and/or complex workers' compensation related inquiries. Work closely with a variety of Department of Labor personnel and other related parties to facilitate claims processing, collect required documentation and provide relevant information. Provides direct counseling to management, employees, and family members on the workers' compensation program entitlements/options and on interpretations of the law, regulations, and policies. Maintain special database logs and spreadsheets regarding workers' compensation claims and statistics on injuries and illness types. Analyze reports for prioritizing work. Complete forms related to workers' compensation. Prepare PowerPoint presentations for training. Complete and maintain electronic case management using Adobe Acrobat DC. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position includes providing guidance to persons and/or groups within and outside the organization on complex Federal Workers' Compensation issues; independently serving as a liaison with the Department of Labor's Office of Workers' Compensation; reviewing Federal Workers' Compensation cases and performing fact finding as necessary to advise management officials. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least two years of progressively higher level graduate education leading to a master's degree or master's equivalent degree in a field of study directly related to the work of this position. You must include transcripts. -OR- COMBINATION:

Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months/years, hours per week worked and salary to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
