Roads and Right-of-Ways Specialist

The incumbent processes applications for Oregon & California (O&C) permits; provides recommendations to supervisors and line officers for whether the U.S. needs right over permittee lands with approval of recommendation by the Supervisory Forester; independently administers O&C reciprocal right-of-way agreements and permits; independently survey new road locations laid out for timber sale logging plans; prepares the engineering portion of the timber sale contracts; and develops final road maintenance lists of requirements and needs when log hauls are complete. Physical Demands:
Work is partially sedentary in an office environment. Field work will be required to conduct examinations where the incumbent is required to operate four-wheel vehicles on and off roads in isolated areas to access Government and permittee lands. Radio communication skills are required for communication and safety policies. Work Environment:
Work is in an office and field environment. The office environment is properly lighted, heated, and ventilated. Field work is performed outdoors in various types of weather in rugged terrain, remote sites, and construction sites. Occasional participation in public meetings may be required. One (1) year of specialized experience equivalent to at least the GS-09 level -OR- Ph.D. or equivalent doctoral degree -OR- 3 full years of progressively higher level graduate education leading to such a degree - OR - LL.M., if related. Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-09) of the position to be filled. Examples:
Manage and monitor road use and right-of-way agreements with private timber companies; calculate road use and maintenance fees; prepare and execute license agreements with private companies; maintain road records files and inventories. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
